A member of the American Recreation Coalition (ARC) Board recently told a U.S. Senate committee that ARC cannot support the pending federal recreation fees proposal for several reasons.
Sue Bray, executive director of the Good Sam Club and a member of the ARC board, told the Senate Committee on Energy and Natural Resources the fees proposal needs “a unified authority and common provisions.”
The committee is looking at operations of the National Recreation Fee Demonstration program, which was created in 1996 and is in use at thousands of sites across the nation.
Bray offered the following recommendations to the committee:
• The fees be charged for only a six-year period.
• A National Recreation Fees Advisory Board be created to ensure local participation in fee-setting and prioritizing fee revenue use.
• The fees be used to enhance visitor experiences not just to raise funds for operation of the site.
• That volunteerism on public lands be encouraged by exempting volunteers from having to pay fees to visit other federal recreation sites.
• That the fees collected be retained locally.
