On Aug. 25, 2026, the Department of Finance Canada published the full list of products subject to its retaliatory tariffs, effective Sept. 8, 2026 (874 tariff items). Canada will match the U.S. Section 338 tariffs dollar for dollar, covering $27.6 billion in U.S. imports, with rates of 15%, 25%, or 50% set to mirror the U.S. rate applied to the corresponding good. Canada’s existing counter-tariffs on U.S. autos, steel, and aluminum (in place since 2025) remain separately in force and are not affected by this new list.
Assembled RVs, Motorhomes, and Trailers
The RV Industry Association reviewed the complete, unfiltered list of all 874 tariff items for finished-unit HS codes covering motorhomes (8703.23/24/33/40/50/60/70), vehicle bodies (8707.10), slide-in campers (8708.99), and camping/travel trailers (8716.10). None of these codes appear anywhere on the Sept. 8 list. The only Chapter 87 (vehicles) items present are motorcycles (8711.50) and goods/livestock/farm trailers (8716.39).
Canada’s pre-existing 25% surtax on U.S.-origin motor vehicles (in place since April 2025) is a separate, ongoing measure with a more nuanced picture. Non-motorized RVs (travel trailers, fifth wheels, camping trailers) were never within its scope to begin with, so no exemption was needed for them. Motorized RVs, however, are technically within scope of the surtax under HS 8703 — and Canada granted a remission effective June 26, 2025, covering conventional gas and diesel motorhomes only (tariff items 8703.23.00.10, 8703.24.00.21/22, and 8703.33.00.21/22).
Steel and Aluminum
Steel and aluminum together account for over 300 of the 874 line items and are the most heavily represented categories on the list. Nearly all of Chapter 72 (raw and semi-finished steel — ingots, billets, flat-rolled sheet and coil, bar, rod, wire, and rail; 134 items) and Chapter 73 (fabricated steel articles — tube and pipe, structural shapes, and fasteners; 140 items) are covered at 50%, including fastener code 7318 (screws, bolts, nuts, rivets, washers). A smaller set of finished steel articles — springs, stoves/ranges/heaters, radiators, and household/kitchen articles — sit at the lower 25% rate.
Aluminum is comprehensively covered (29 items, Chapter 76), including unwrought aluminum and aluminum alloys, bar, wire, plate/sheet, foil, tube, and — notably — aluminum structures, doors, windows and their frames (7610), all at 50%.
Component Inputs — Confirmed HS Chapters
Having reviewed the complete list, the following chapters are confirmed present:
- Chapter 44 (Wood, 18 items) — softwood lumber (4407, pine/fir/spruce/hem-fir) at 25%, and plywood/laminated veneer/blockboard (4412, nearly all subheadings) at 50%.
- Chapters 72–73 (Steel, 274 items combined) — confirmed at 50% (raw/semi-finished and most fabricated articles, including fasteners) with select finished articles at 25%. See above.
- Chapter 76 (Aluminum, 29 items) — confirmed at 50% across raw material, sheet, extrusions, and structural products including door/window frames. See above.
- Chapter 83 (Base metal fittings, 4 items) — hinges and other base-metal mountings/fittings at 25% — relevant to cabinetry and door hardware.
- Chapter 84 (Machinery/appliances, 50 items) — air conditioning units and parts (8415, 15–25%) and household refrigerators/freezers (8418, 25%); dishwasher parts and other machinery are also present.
- Chapter 85 (Electrical machinery, 16 items) — electric ovens/cookers/ranges (8516.60, 25%) and insulated electric wiring/conductors (8544.49, 25%).
- Chapter 94 (Furniture, 22 items) — seating with wood or metal frames (9401, 25–50%), other wood/metal/plastic furniture (9403, 25–50%), and light fixtures (9405, 50%).
- Chapter 57 (Carpets and floor coverings, 32 items) — broad coverage of carpets, floor tiles, and other textile floor coverings at 25–50%.
- Chapter 39 (Plastics, 6 items) — vinyl floor coverings (3918) at 50%.
Not present on the list: batteries (Chapter 85, heading 8507) and glass (Chapter 70) — neither appears among the 874 items.
Given the breadth and specificity of the list, members are encouraged to review the full tariff item list against their own sourcing to assess individual exposure, particularly for steel, aluminum, and wood/plywood inputs. The RV Industry Association is glad to help members work through whether a specific component falls within scope.
